Lloyd Kimball of FEMA Region 10 presented a webinar where he discussed the role of FEMA before, during and after disasters in supporting emergency communications. He also discussed Emergency Support Function 2 at the federal level in region 10, how it is organized, reporting requirements, other federal agencies involved, and the tools used to support State management of disasters.
Lloyd Kimball is the Telecommunications Specialist assigned to the FEMA Integration Team (FIT) for Washington State. He provides mission critical support to the Disaster Emergency Communications Branch within Region 10, supporting federal disaster communications planning and strategy development in coordination with state, local and tribal partners.
He made 18 deployments to the Antarctic working for contractors to the U.S. Antarctic Program to all three year-round research facilities and numerous field camps as a satellite and communications engineer and technician. Prior to that he worked as a 9-1-1 Public Safety Dispatcher and Dispatch Supervisor in Colorado. Is a past president of the Colorado Search & Rescue Association, and past member of county SAR teams. An active ham since the 1990s – N0NHJ. He also works with the CAP National Radar Analysis Team on aircraft tracking projects.

We have long known that space weather effects communications. However, operators of communications systems report different operational impacts from the same event based upon the technology they are using, how that technology is being used, their geographic location, and the time of day. To understand operational impacts, we need to understand, at a basic level, how different communications systems work, how they are used, and how different types of space weather affect them. Then, we put it all together by looking at how different communications systems are impacted throughout an extreme space weather scenario based on the famous Carrington Event of 1859. This presentation informs planning for operational communications before, during, and after a space weather event.
Presenter – Mark MacAlester
Mark MacAlester is a Telecommunications Specialist with the Cybersecurity and Infrastructure Security Agency (CISA) in the U.S. Department of Homeland Security. He started working with the NOAA Space Weather Prediction Center in 2010 while serving at the Federal Emergency Management Agency to investigate space weather effects on communications with a focus on operations, and has expanded his collaboration with researchers, engineers, and operators to refine and update both effects and operational impacts to communications from space weather. Previous to FEMA, Mark served as an IT Systems Engineer with the Department of the Navy and in the U.S. Army Signal Corp.
