Pacific Region “Of the Year” 2021-2022 Guidance

This page will continue to be updated to provide guidance for the upcoming Of the Year award submissions.

– Recognition Program Scope: Wings may have additional awards under their purview…nominations for awards outside of those depicted within this email are not to be submitted to Region, as they close out at the Wing-level. The Pacific Region will only review award nominations in accordance with CAPR 39-3. Wings are of course encouraged to supplement their awards programs as necessary to maximize the recognition for deserving members.

– Timelines: The default times are available below. NOTE: 15 February is the absolute CUTOFF that Pacific Region will acknowledge receipt of awards. Recommend Wings target on/around 1 February to submit their respective nominations (1x ea award) to Region. Rationale: This provides ample time to ensure a quality review of awards packages is complete ahead of the board. If award nominations are missing portions of required documents / input by the time the Pacific Region Awards Board convenes, then they will not be considered. By submitting early, this enables the Region to perform a Quality Control Check and Feedback to Wings to ensure applications are 100% and ready for board review.
  • By 15 January. Unit commanders will submit nominations to the wing commander for consideration. 
  • By 15 February. Wing commanders will screen nominations from unit commanders within their wings and forward the best nominee to the region commander for consideration. This means 100% nomination submission(s)/content no later than 15 Feb…target 1 Feb!
  • By 15 March. Region commanders will select the best of the wing nominees and forward one nomination to National Headquarters for consideration. 
  • By 15 April. The National Promotion and Awards Team at National Headquarters will screen nominations submitted by the region commanders and make recommendations to the National Commander  
– Nomination Process:
  1. Utilize the attached Excel Chart to assist with nomination tracking. Each Wing shall complete the master nomination chart (excel file) by entering the recipients (if applicable) for each category. This file shall be emailed directly to the PCR/DP (jkeohane@cap.gov). Please use the subject: “_____ WING – 2021 OF THE YEAR MASTER NOMINATION FILE”. This sheet will be used by Region to ensure 100% accountability of nominations and to ensure application packages are not inadvertently missed. TARGET: 1 February 2022 | NO LATER THAN 15 February 2022
  2. Each award nomination has unique / stringent requirements as outlined by their applicable reference, regulation, pamphlet and/or CAP form. The attached excel sheet (Column D) is a starting point of where to find the reference.
  3. All nomination packages must be forwarded to PCR/DP with all required write ups, forms and applicable attachments. Wings are encouraged to consolidate all nominations into an electronic shared drive (cloud) and share the link with PCR/DP. Each file name should include the Wing Name, the Recipient / Unit Name, and the Award Name. Applications by also be sent directly via email to the PCR/DP, and MUST use the subject line: ” __(STATE)___ WING – 2021 OTY NOMINATION – __(Award Name)__”
    1. One Wing POC may request share drive folder access directly with PCR/DP to receive a link to upload/save files unique to your Wing if you do not have one to share; the POC may then delegate additional access as needed.
  4. NOTE: Awards are not inputted / processed via eServices.
 
– Region-Level Award Nominations: Each PCR Wing may submit one (1) for each the following awards to compete at the Region level:
  • Senior Member of the Year
  • Cadet of the Year
  • Director of Finance of the Year
  • Colonel Edwin W. Lewis, Jr. Incident Staff Member of the Year Award
  • Colonel Dion E. DeCamp Ground Team of the Year Award
  • Civil Air Patrol Aerospace Education Teacher of the Year
  • Major General Jeanne M. Holm Civil Air Patrol Aerospace Officer of the Year Award
  • George Texido Legislative Officer of the Year Award
  • Norm Edwards Counterdrug Officer of the Year Award
  • Inspector General of the Year Award
  • Professional Development Officer of the Year Award
  • Air Force Sergeants Association (AFSA) Outstanding National Cadet NCO of the Year  (Note: The AFSA also provides recognition to unit level NCOs of the year. See CAPR 39-3 for additional details)
  • CAP Squadron of Distinction: Each PCR Wing Commander may nominate one (1) unit within their wing via a short narrative (memorandum to PCR/CC thru PCR Awards Board) explaining what this unit has done that distinguishes this cadet or composite squadron from all others within the respective wing. The narrative should address the actions, results and impact the unit has had in the community and/or within the Civil Air Patrol. NOTE: The Squadron of Merit uses the same criteria as the Squadron of Distinction; each Wing Commander submits the Wing’s Squadron of Distinction (1x each Wing) to NHQ directly). Refer to CAPR 39-3 Paragraph 38 and 39 for additional details.
